The Cruise Terminal began operating in late January and had been heavily criticized by single adult male residents who protested the lack of privacy inside the packed mega-shelter that houses more than 1,000 men.

The city's officials have decided to relocate single men to the new facility in an attempt to give space to families with children at Manhattan's Watson Hotel which offers better services.
