The family of Quortney Kley is outraged to learn that her killer will be set free this month on the same day he committed his crimes 24 years ago.
Cayce Williams admitted raping and murdering the 20-month-old on Feb. 25, 1997, and was ordered to serve 48 years behind bars.
But due to the 1999 change of rules, the convicted felons will have to only serve half of their sentences.
