Boy, 11, tells police mom handcuffed him in basement

A Pennsylvania boy called 911 to report that his mother had chained him in the basement, Lebanon County Police said.

The 11-year-old called the police last weekend and said that his mother initially chained him to a post in the basement but he managed to get free.

He then “accidentally” handcuffed himself again to a bunk bed.

  • Police questioned the 33-year-old mother, Chazzity Candelario, who admitted she would chain the boy in a 3-foot by 8 utility room in the basement while she is at work.

    The woman explained that she struggles to control her kids while at work. The boy added that his mother would restrain him to a fuel tank for as much as two hours.

    Candelario was arrested and charged with unlawful restraint of a minor, false imprisonment of a minor, and endangering the welfare of children.
