2 suspects arrested after Sacramento man's body found burning in unincorporated Solano County

A man and woman were arrested Tuesday and charged with murder hours after the gruesome discovery of a human body burning in an unincorporated Solano County field.

West Sacramento Police apprehended Wendy Warren, 38, and Emmanuel Justin, 39, during a traffic stop after identifying their vehicle near the crime scene.

Investigators said that Warren, who was the victim's girlfriend, and Justin lured the man to his death before disposing of his body in the field near Elmira Road and Tulip Street.

    The victim was later identified as 35-year-old Sacramento resident Theodore Washington.

    Police used Flock Safety cameras to identify the “vehicle that was suspected to be involved in the death” and arrested the suspects later that night.

    Warren and Justin were charged with murder. They are being held at the Solano County Jail on $2 million bail each.
