Authorities have arrested and charged a 28-year-old man after evidence suggested he was behind a droning incident that occurred on Sept. 25.

Lorenzo Jerome Pulliam has tied the hands and feet of 23-year-old Allyson Williams and drowned her in the Dania Beach Cut-off canal, detectives said.

Pulliam has even jumped into the waters himself to make sure she died before removing the ropes and leave the body there where it would later be spotted floating.

Search warrants into Pulliam’s residence and the information they gathered led them to believe Williams’ drowning was not accidental.

Officials said that drowning investigations are always hard to conduct because water erases important evidence.

“We are absolutely missing more drowning homicides that we are catching,” diver detective Andrea Zaferes said. “A vast majority of drownings are accidental, but many, which can be a result of foul play, are overlooked.”

Both suspect and victim had extensive criminal records, authorities said. Their previous offenses include drugs and vehicular theft.
