Mother sought; father arrested after children found living in ‘deplorable, unfit’ conditions in NH apartment

A New Hampshire woman is being sought by police after officers discovered that she kept her two children in “deplorable” living conditions.

26-year-old Halie Drouin is reportedly “actively evading arrest” following the January discovery made by Manchester Police officers during a response to reports of a domestic incident at her apartment.

Drouin was nowhere to be found when officers arrived but her 31-year-old husband John Smart and their two children were home.

  • Officers noted that the living conditions inside the family home were “deplorable and unfit for children” with trash and rotting food scattered all over the place.

    In addition to that, the officers reported spotting open alcohol containers, cockroaches, and bugs and smelling a strong odor of car feces and urine. The apartment also had no electricity.

    Police arrested Smart on two counts of endangering the welfare of a child. His children were evaluated at a hospital and then placed in the care of the state Department of Children, Youth, and Families.
