Baltimore police announced Monday an arrest in what they called a "loose" shooting on the road of a 2-year-old boy.
The toddler named Ka'i was recovering after being shot in the stomach at 12:30 on Saturday.
Police said Javon Johnson, 33, was arrested for attempted murder, assault and charge of arms after an investigation.
The boy's grandmother was driving the car when he was shot.
It sounded the horn to the driver of a slow car when a traffic light turned green, the station reported. This driver pursued the grandmother and then fired a firearm.
Police reacted to the shooting by holding a press conference on Saturday, during which police commissioner Michael Harrison described what happened as "a cowardly act of violence, which we consider an act of driving rage. "
Ka'si is one of 15 people killed in Baltimore on Saturday.
