Suspect shot dead while handcuffed inside police cruiser

Maryland authorities are investigating a fatal shooting that took the life of a suspect who was handcuffed while in a police cruiser when he was gunned down.

The incident occurred on Monday at around 8 p.m. when officers were called to the scene near the Temple Hills community where a driver had hit several vehicles.

While questioned by police, the suspect smelled PCP and had been handcuffed behind the back and buckled into the police cruiser next to an officer, identified as Cpl. Michael Owen Jr.

Witnesses described hearing a struggle before shots were fired. The man was found shot multiple times and died shortly later: “We are determined to find out what happened inside that cruiser,” police spokeswoman Christina Cotterman.

Owen is facing several charges including second-degree murder.
