The government approved a defense request that James Mitchell and Bruce Jessen, two former CIA subcontractors who designed the rigorous interrogation program used after the September 11 attacks, testified in the case against five men accused of helping to plan and attend the 2001 attacks.

The two psychologists are part of a dozen approved witnesses listed in a letter sent Monday to the defense.

Mitchell and Jessen designed and implemented an interrogation program that included abusive techniques such as extended sleep deprivation, confinement in small enclosed spaces, and windsurfing.

They could testify in July.
