Gerardo Becerra, 18, filed charges of assault, assault, and false imprisonment against Vanessa Schultz, an off-duty officer who fired a gun at him as he rushed to a bus stop in front of a courthouse from Wyoming.
Schultz is a Colorado police officer. She was on vacation when she heard a loud noise and assumed that a teenager who was running nearby had committed a crime.
The lawsuit states that Schultz reportedly arrested Becerra, threatened to shoot him and was "marveled" at the arrival of the police.
A special prosecutor concluded that Schultz should not have withdrawn his weapon, but that criminal prosecution was not justified.
