Woman who dumped puppies in trash had 38 other dogs at home

California authorities arrested the woman who was caught in surveillance footage dumping little puppies in a trash can.

Deborah Sue Culwell, 54, was charged with seven felony counts of injuring the animals and seven misdemeanor counts of abandoning them in the dumpster.

The woman was caught on a video tossing the plastic bag with seven puppies inside in the trash, then leaving the scene in her Jeep Wrangler vehicle which leaded police to arrest her.

Inside the Coachella city's home, investigators found 38 other dogs who lived with the suspect. It was unclear if the puppies' mother was among them.

The puppies were saved by a good Samaritan who found them dehydrated, malnourished and about to die from cold temperatures.

If convicted, Culwell will face up to seven years in jail.
