Prosecutors refused to lay charges against a police officer in Little Rock who killed a man.

Pulaski County Attorney Larry Jegley announced Friday that police officer Charles Starks would not be charged in the shooting incident on February 22, when the officer fired at least 15 times on the windshield of the car of Bradley Blackshire, a black man, 30, while the car was in motion.

Police said White Starks was answering a call when a detective confirmed that the car driven by Blackshire was stolen.

The Little Rock Police stated that Starks is still paid but does not perform any ministerial duties while conducting an internal investigation.
