San Francisco authorities announced Monday that the suspect who has been arrested for his role in the killing of a man before stuffing the body in a suitcase was charged last week.
According to the medical examiner, the victim was assassinated.
A video footage that police found in the suspect's house documented the murder of 23-year-old George Randall Saldivar.
47-year-old Gerald Rowe was seen tying a rope around the victim's neck along with the help of an unidentified man. The pair then yanked on the rope before placing a bag over Saldivar's head. Finally they injected him with fentanyl and stuffed him into a suitcase.
Police found Saldivar's body floating in San Francisco Bay near Pier 39 in the beginning of February.
Rowe faces several charges including torture and kidnapping.
