Courtnay Danielle Lawrence faces a series of charges, including assault with a weapon and hit and run. She was identified after a photo of her next to her damaged car was posted on social media, thanks to a surveillance camera.
The police have not yet found the suspect.
Investigators said Lawrence had plowed down a woman who was walking with her ex-boyfriend.
While walking in the street, Benson said she heard a loud sound. She was then at the top of a car and thrown to the ground.
Benson thinks it was not an accident.
Benson said she had no idea who the driver was.
"I've never seen her before," Benson said. "But I will never forget her face."
The police are offering a $ 5,000 reward for information that may lead to finding Courtnay Lawrence.
