The 13-year-old boy who drowned in a drainage canal in Louisiana on Saturday was identified as Sebastian Omar Martinez. Deputy Glenn Springfield of the Sheriff's Department at Ouachita Parish said Sunday that the teenager died during a sudden flood in the community of Bawcomville near Monroe.
